This mod is apparently NOT compatible with carriage rides.
I disabled all mods, ran the game, fine. Enabled Hold Border Banners and the beginning ride to Helgen becomes a carriage bumpy nightmare that ends up killing a couple guards and the townsfolk up on their porch when the wagon spontaneously smacks into them. Inconsequential casualties since they end up dying anyway, but still..
Also makes the same thing happen whenever Touring Carriages is used but doesn't occur at the borders so not sure what is causing it. I wouldn't have suspected this mod to be causing the problem if it wasn't for my testing. An update is desperately needed.
I know this post is old but just in case anyone else was interested, the images tab has a map which marks general locations of the banners. So, unless they city/town overhaul you wanted came close to these points then you should be fine, That's the presumption I'm working on
