He is in Mistveil Keep in Riften inside the Court Mage's area, though he may wander.

BACKSTORY

"Fadril Therayn was born into House Telvanni 160 years ago. During his childhood Fadril was put at the verge of death daily from the intense training his father put him through. The day he came of age was the day he left, heading to Tamriel's mainland to escape his abusive father, and as a result, was not present for the death of most of his House at the hands of the Argonians. His travels have finally brought him to the autumnal forests of the Rift. Should you find him, who knows? Maybe this powerful mage can be persuaded to assist you in your travels."
