EDIT : saw a few post down someone having the same issue, I have no skeleton changes and have fnis and used it after having the issue and still it remains.
Surfing Weapons/Shields is due to incorrect installation of animation mods. You have to make sure that you are installing in the correct order and that you have no conflict with other mods. I've had the issue myself before in the past with FNIS and DSR and after reinstalling (following Slothabilitys tutorial) it was fine. Also make sure that you aren't saving your game with it at your feet because it has potential to be baked into your save. The Staff is in the exact same position as Vanilla staffs, so it's not mod specific.
I've met the same problem for female npc, only this staff has the surfing problem, other vanilla or mod staves, e.g. your iban staff, are ok. Even after reinstall XPMSE FNIS DSR and all animation mods, this problem remains. so it's very strange and it might be that there are some small problems with this staff.

Hi, I've found a solution to the surfing problem. The ancientstaff mesh does not have NiStringExtraData, this is the reason for surfing. If you copy the corresponding mesh(ancientstaffRight.nif) in https://www.nexusmods.com/skyrim/mods/64647 and rename it as ancientstaff.nif, overwrite the original mesh in the ancient staff mod, then it will work properly.
Also if you want the Staff to work with DSR remember to download Alot of Dual Sheath Redux Patches.

^PS: This is the default nifs that come with the DSR patch from AoDSRP but I renamed the left and right nif to the opposite sides (I changed left.nif to right.nif and right.nif to left.nif after i installed it. the dude who made the patch seemed to got it mixed up) Cheers!
Hey man so I'm having the problem that the game keeps crashing everytime I get near Hamvir's rest. The effect of this staff looks really cool and I'd love to use it but unfortunately I can't even get near the spot. Any advice you can give me? I'm not using any ENB's or anything like that.
No idea. It's literally only a door added to that area, so it shouldn't crash you. You can try adding it via the console if you want to avoid the area.
