Adds to the game a ring with a constant Candlelight effect, inspired from TES II:Daggerfall.

At the College of Winterhold, in the Hall of Attainment, in the room to the right, ontop of the counter, has someone forgot their ring, that provides a constant Candlelight effekt. It only goes out when you unequip it.
