Damage Magicka by fifteen for one minute, because when your 'off your head' your normally acting like an idiot.
Fortify Stamina by fifteen for one minute, as when your drunk or high, your going to have a rush and a lot of energy.
Fortify One-Handed by fifteen percent for one minute, as when your drunk or high, your normally good at fighting.
Paralysis for a moment, due to the fact that your 'off your head', and I wanted to add something else to it.
