If you're like me, and you have the city gates mod, Here's how you get the merchants since they don't show up with it on!~
Once you enter whiterun through the gate, Walk over the tiny bridge, Look down, look at the rock, and enter the old whiterun through it, The merchant's will be at where they're supossed to be, If you want to get back to the real world go through the rock again. Simple.
