If you are using Vortex as your mod manager: This DOES work, it simply isn't listed alphabetically in your Mods list.
However, you can verify that Vortex did install it by the following:
Go to your Skyrim SE or AE file folder and open it up
Go to your Data folder and open
Scroll down to the Textures folder and open
Then go to the Actors folder --> then Character folder
Inside, there should be a Hair folder with three files
Two files will be hairlong.dds and hairlong_N.dds -- both of these should have dates that match the uncompressed files in this mod (e.g., 8/3/2013 and 8/4/2013 respectively); these are the textures
And the third should be the indicator file that Vortex is managing the Hair folder.
If you have the bug that some NPCs with white hair seem to have blond hair that some players are complaining about in the comments, I'm fairly certain this SE/AE mod fixes that: Mild Hair Colors.
Love the retexture but during character creation I noticed it was keeping my character's brows a dark black/brown even when a blond hair colour was selected.
