The speedy dialogue isn't a bug with your mod, or with Skryim.It's caused simply by there being no voice files. Anybody using SKSE can install Fus-Ro D'oh, which is the same thing Elys' Silent Voice was for Oblivion, and that will generate empty voice files for any lines of dialogue that lack them, giving you time to read the text.
Pro's - - Awesome concept! great foundation for an awesome new world area! -Great world creation -good canonical (ish) story!
Con's - -big open world is very empty and bland. lacking all the detail to keep it interesting. -many features are very clunky, edges often don't line up (sympathy here because that's a dick of a job!) - fast travel please! - no other things in the world to make it of any use or interest (Monsters, forges, traders)
other than that I did like it, it got frustrating at times and didn't leave any sense of satisfaction though... you should get some voice actors
Has the potential to become a memorable quest mod. The flooded city is the best feature. I liked the canyon like landscape ,is different from from what you see normally in Skyrim. I hope this is a early beta and you plan to polish it more and more.
So.... Pros: Geography ,the city and the part you rise the water Cons: Quest feels to cliched and characters could be expanded as well as player dialogue , not the very best idea to put the final boss near the water (because of Skyrim's shortcomings things will become very funny if he falls into water)
I think you should add more locations to the island and it would be perfect if the player could witness the city coming back to life ,maybe quests to search for survivors and help with various tasks in the city's rebuilding.
Will endorse when the time limits pass. Even if's far from being finished your hard work deserves appreciation.

Kudos, a project like this seems a worthwhile venture. Have you considered using new DLC content and resources, or maybe placing this new area in the Realm of Oblivion? Perhaps a group of Dwemer attempted to colonize a plane of Oblivion but disappeared with the rest of their race, leaving only their slaves and test subjects behind.
This looks like something that could be pretty cool, if you keep working hard on it. And if you do this could get attention as well as support. Keep it up!
