  This is how dragons (revered in this particular example) normally appear when you are close to them, such as during battle.

  As dragons fly around, they tend to move out of the immediate area that has high resolution rendering. This makes their quality pop down to a low resolution texture and low poly mesh combo.
  
  (Note that the dragon flying near the mountains is above a LOD area. A such, he has taken his LOD settings, while the other dragon that is not flying in a LOD area looks normal.)
