Another scam with home upgrades - in certain circumstances there is clutter from the quest Blood on the Ice left on the floor, and chair stuck in the table, ect. This fixes it, but only if you didnt completed Blood on the Ice yet. If you did, just type in the console "setstage ms11 250"
Also Neutral Hjerim by Midnight Voyager is cool mod (http://skyrim.nexusmods.com/mods/12558), helps if you hate empire for trying to chop your head, but as dunmer you dont think Ulfric treats your kin fairly.
