don't throw it within the weapon folder, just put each respective files in meshes/ texture files and it works. I had the same issue and that's how I solved it
I was wondering if anyone else noticed this about the weapon but I have my smithing tree at 100 so I'm maxed out, and for some odd reason when I upgrade it, it can only go to flawless and not legendary. Is it because it hasn't been written? I'm just wondering if anyone else has seen this too. Thanks
Huh. Thats weird. Maybe I need to make my smithing legendary and get it to 100 again? I don't know I'll try it. I love the weapons and would love to be able to get alot of damage out of them
I know that you either don't play anymore or something else, but if anyone else is having this problem I manage to find a workaround.
Typing "player.setav smithing 168" do the trick to make the weapon go to legendary, for some reason the steel perk is not pointing to the sword itself. Just remember to setback your smithing to 100... Unless you and to be op or something like that.

The shine. The detail. The colour. You really outdid yourself, it's stunning.
