This little tweak that completely removes all radial blur and double vision fx's from the game also removes eye blind adaptation effect. I did this for myself, because my PC (runs skyrim like crap) is very old so I wanted to increase fps on combat as much as possible. When I didn't find any way to permanently shut these effects in ini settings I decided to take a look in Creation Kit. Simple blur and DOF is unaffected.
