Allows ordering items from blacksmith catalogues, independent of the player's skill or perks.
Visit Eorlund Gray-Mane at the Skyforge in Whiterun and order from his catalogue.

Not so sure you want your mighty warrior, sneaky thie.. -err- scout, or wise mage to pursue a career in blacksmithing just to forge that Dragon Plate armor s/he always wanted? Despair no more: Eorlund Gray-Mane has decided to make his unsurpassed skill at the forge available for custom work.
Just take a look through his catalogue of items (found at the Skyforge in Whiterun), provide him with the raw materials for your armor or weapon and be sure to have cash ready when you come to pick up your order!
No skill or perks in Smithing required.
