DESCRIPTION 

- Upon death the Thalmors will drop a vampire dust as if they were vampires (they do not have any special abilities though). 

- Since I had to also edit most unique Thalmors to do that I enhanced them with scaling levels and gave them new summons: 
   . Ash Spawn : for Estormo (in Labyrinthian) 
   . Ash Guardian : Ancarion (in Solstheim) 
   . Seeker and High Seeker : Ancano (College infiltrator), Rulindil (Embassy Interrogator) and the Northwatch Interrogator. 
   . Dremora Lord : Ondolemar (head of the Justiciars in Markath).

"Why?", some may ask: 

For roleplay purpose. My understanding of the Nordic folklore is that Elves represent the ancestors of the Nords. 
Now in Skyrim, the story seems to want us to believe that a group of Elves called the Thalmors would hate their descendants the Nords, which does not make any sense. 
The purpose of this mod is to fix that by giving a hint that the Thalmors are not real Elves but instead some villainous creatures, perhaps shapeshifters usurping their identity to scapegoat them. Making them drop this vampire dust upon their death is an easy way to signify they are evil beings masquerading as Elves.

After reading the available books within the game and the lore for The Elder Scrolls Online, I think there are enough insights to postulate that the Thalmors could rather be the Maormer the sea Elves. 
The only implementable feature I found to distinguish the Maormer is that they often carry Fire Salt in their travels, but it wouldn't ring a bell for the average player if they dropped that so I chose to keep the Vampire Dust after all.

Excerpts from a lore book showing the takeover of the Thalmors on the High Elves: 

In the past the islands of the High Elves were attacked by Daedra and the Thalmors supposedly saved them. According to a High Elf author they took advantage of the situation or made a coup:
