Would this work with the Special Edition? I noticed it's only an ESP so it might work.

Seems to be working just fine. I tried the hold specific version in my game and murder increased my bounty by 15000.

I tried changing the bounties using Wrye Bash, but it only works on some crimes for some reason. Murder is still 1000 even though I changed it to 3000. Gonna try out this mod see if that works better.

Edit: Also, it's a bit odd that Windhelm hasn't become more weary of murders given the Blood on the Ice quest. I mean if Morthal raised theirs due to the events with the Vampires and Falkreath due to the event with Sinding, it makes sense for Windhelm to do the same, just saying. ^^

This mod needs to be loaded after Open Cities Skyrim or the bounties will be overwritten. Although now that I've done that, my game crashes when the Whiterun guards try to take me to jail. Maybe Open Cities Skyrim set the bounties back to default for a reason... hmm.

(i get that this message is 3years old but other folks might still wanna know the info so)
i had the same ctd problem in solitude & whiterun (presumably in all previously-closed cities but w/e). its because theyre both trying to teleport u to different places i think.

Solution: make a patch using tes5edit.
id never used it before, but i skimmed these youtube tutorials ( https://www.youtube.com/watch?v=CQi7vnqXySc and https://www.youtube.com/watch?v=LyDpP96LRmA ) and they will basically tell you the principles of patching with tes5edit. its much simpler than i thought, just copy and paste stuff really.

      load order:
      -ocs
      -bounties
      -your hand made tes5edit patch

hopefully someone will find this useful

Guys, this mod hasn't been updated for at least two years. Anyone thinking of taking it over maybe?

... Mods don't always need updates. This mod is finished. Complete. A done deal. It does what it says on the package and it does it perfectly. What would an update even DO?

Please think before you ask such silly questions.

I would be in favor of taking the values in your mod and increasing them 5x again... it might mean that in my early career as thief-about-town I might ACTUALLY go to jail sometimes.

It doesn't say anything about being a vampire. Same as werewolf I guess?

I think Dawnguard treats all beast transformations the same, so probably.

Getting that this mod has not been really touched (worked on) since a while ago. But some of these make little sense. The Rift especially (Spoiler: Its corrupt). But seriously when you first walk into Riften you are pretty much told this. Thats no spoiler.
Dont get me wrong, its a good mod. But i think you also need to take economics into account with this too. For most average citizens in Skyrim 1000+ gold is a lot of money. The ES games have always had this disparity going on. Where the hero is filthy rich but if you talk to citizens they are suprised at three figure amounts of Septims.
Yes fines need to be serious. But still taking into account the (Skyrims) current economy. A fine in RL is supposed to be payable even if it does make someone broke. For citizens... I suppose what i am trying to say is that the amounts are not immersive. Same goes for Riften
Just putting my two Septims out there.

You do raise a good point. The thing is, the economy in Skyrim doesn't make sense in the first place. In the vanilla game, assaulting someone will cost you as much as buying 5 bowl of stew, or 10 tomatoes. Everything is priced according to the fact that it will be sold to you, and not the average citizen. Even the fact that you can get rich doesn't make sense, since you're doing so by selling your loot to those people, who're not supposed to have the money for it.

So while it's true that 1000+ gold is supposed to be a lot of money lore wise, it's not a lot according to the price of everything in the game, which let you easily hoard enough to buy kingdoms. Everything, except the bounties, is priced according to this fact and not the lore.

So you either need to inflate the bounties, putting them in line with the rest of the game, or to deflate everything else to put it in line with the lore, so that even the player feels how much 1000 gold is supposed to be.

As for Riften, they're corrupt, but it doesn't mean they would let anybody get away with thievery. That's a privilege reserved to members of the Thieves Guild, which are able to pay off their fines at a lower price. On the contrary, they're no reason for the Rift to lower the fines. It helps shutting down the concurrence and convinces the people that they do fight thievery. And since thieves from the Guild are explicitly asked to never get caught while performing their job, nor the authorities of Riften or the Guild should have reasons to care if they get a massive bounty anyway.

It's also worth mentioning that the entire economy of Thedas itself can be devastated by one simple spell.

Transmuting mineral ore is the Dovakiin's one-stop ticket to devaluing gold and silver into being essentially worthless.

Definitely a great mod, I did not like th vanilla bounty it kinda just encouraged me to do more crimes as the bounties were so low. I am glad I found this mod (Through GEMS).
