DESCRIPTION
It makes all powerful enemy races have similar magicka base stats and magicka recovery stats as other not as powerful races. Only refers to those with an above average stat. For example, if they started with a base 200 magicka stat it would be changed to the average base stat of 50. If the magic recovers at 10 it would be changed to the average stat of 3.
Specifically tested by me on the hagraven (150, 10) and witches (50,3) at Orphan Rock. They felt as though they were the same amount of power and recovery with this mod. Thus, causing pause in more powerful spells making it so you have an opportunity to get up close and personal with your attacks!
WARNINGS
I am not sure how well this works with other mods that edit the base stats.
This is in Alpha Build and is the first version, so if you have issues please let me know. If you think nothing has changed and it isn't working also let me know.
