Allows to seamlessly start the quest "A New Source of Stalhrim" if it gets stuck. For those who don't like using the console and find it unimmersive.

This is a backport of Source of Stalhrim Quest Fix mod with permission from the mod author tarlazo. The description below is copied from the original modpage.
The scene with Deor and Fanari talking about Baldor (which enables Deor's dialogue and the quest) might get stuck.
They keep facing each other... silently..... forever.......
In case of failure, asking Fanari 'Did I overhear that someone is missing?' starts the quest and they can go back to their business.
If all goes well in the first place and you don't get the bug, this doesn't change anything and all proceeds as usual.
