When you visit Whiterun at least once and are above the level of 1. Todd Howard will be unleashed to chase you down forever, he is unstoppable and will use the power of the voice against you.
If you're not familiar with these type of NPCs check out the video demo attached. Basically meme .PNGs will follow you everywhere and murder you and everyone else around. The original inspiration came from garrysmod sanic.
