The revolutionary Time-Based Enemy Scaling System( LE / SE ) breaks the connection between the player self-improvement and the strength of his enemies. With that mod enemies level/scale as the time passes (like in strategy games). But that mod disables some game mechanics that some players might find useful. This add-on fixes that. It gives you two types of level-ups: vanilla and TBES (time-based system).
The vanilla level-ups depend on your skill levels and give you bonuses (stats and perks). You can choose different rate with which these level-ups happen: vanilla (1) or lower (0.5, 0.25). Or just set your own value in xEdit.
The TBES level-ups depend on time and don't give you anything good. They only cause your level to increase, which results in having stronger enemies.
These level-ups happen independently of each other.
Some quests register only the vanilla level-ups. If such a quest starts after level 10, for example, and if you have reached that level by a TBES level-up, you'll have to wait for the next vanilla level-up (at lvl 11 or 12...) in order to have this quest started.
