Modification recreates whole Winterhold area to look more unique, but keeps the vanilla-friendly appearance

Modification change all buildings in city similar to Windhelm architecture which looks more believable than village huts that was used in vanilla game.
Also i took into consideration that Winterhold should look a bit empty and destroyed due to the Great Collapse.
Mod includes:
- Working Navmesh, dialogue events
- Redone interiors
- Some additional things such as walls around the city and houses remains
- Special places that dragons are allowed to land (e.g. houses roofs)
- NPCs idle marks matched with changed places
