My apologies. There is something that I'm not comprehending- The instructions say that i need to open the human.ini file in a text editor. Where is the Human.ini located? Or am i supposed to be creating one? Sorry for not understanding but my mind froze.
I imagine it's possible, but I'm not the one to make it: I only took the already-made resources for this mod and put them together using instructions.
From the original mod credits, I think this is the tutorial Spongeman used. For something a little less intensive, you could check out this RaceMenu sculpting guide for nice elf ears. There's also a WoW-looking elf ear mesh floating around that I keep seeing, thought that wouldn't be customizable. Best of luck!
