For those using the arthmoor expansion, note that the dawn star is not so small by skyrim standards, having a larger built area than the open areas of markarth and Riften is removing the docks, but with fewer people, as markarth loses population and dawn star wins with the addition of the remaining Brotherhood of Darkness, leaving a total population not far away.
I did it thinking about my game mode that sees dawnstar as a big, decadent city, since the pale is a relatively poor holding with only a farm that is very far from dawnstar, in addition to a sawmill that is also very distant and a port that serves just for supplies, the mines keep the city alive, but the jarl spends a lot of resources on civil war.
Dawnstar is very vulnerable to attacks by dragons and giants, it remains a city without walls, with the addition of just one that I think corresponds to tradition, new guards have not been added and it is friendly to npcs and followers, it may not be compatible with the Dawnstar's biggest expansion mods.
there is a problem with the walkway walls being invisible when approaching, but nothing that gets in the way, unfortunately I couldn't fix it.
