A mod that simply changes how the vendors determine if you're "allowed" to buy certain spells.
In vanilla, talking to a magic-vendor when your magic skill is crap will have them sell you only the Novice-level spells. This mod means that you can buy Expert-level spells from the get-go.
Note that this doesn't include Master-level spells, because those are supposed to be quest-locked.
This should be compatible with any mod that simply added their own spellbooks to the level-list. And will probably be compatible with any modded vendors, as long as they use the vanilla level-list for spellbook-vendors.
