Block 100% Damage, Changes Shield Wall perk and some game settings so you can block 100% damage (TESTED!)

This is a simple mod that changes a few things to make it possible to block 100% damage with a shield or weapon, this is what i did..
Shield Wall perk changes
Rank 1: block 15% Any Level
Rank 2: Block 25%, Lv25
Rank 3: Block 50%, Lv50
Rank 4: Block 75%, Lv75
Rank 5: Block 100%, Lv100
Gameplay/Settings...
fBlockMax 1.0
fBlockPowerAttackMult 1.0 (Default 0.66)
fBlockWeaponScaling 1.0
fPlayerMaxResistance 100.0 (Was 85.0)
Done!
There are 2 files to choose from
1: Block both normal and power attacks.
2: Block normal attacks, not power attacks
Both files raise the resist cap from 85% to 100%, so magic resist and elemental resist can reach 100% now. Enjoy!
