DESCRIPTION

Are you tired of being arrested and losing all of your stolen goods? Are you tired of running the risk of guards attacking on sight every time you go somewhere with a bounty? Did you ever wish there was a way to just pay your bounty without having to run away from guards all the time?

Yea, so was I.

Now you can simply go to the residence of any Jarl and speak to one of the nine bounty cleaners. Once you pay the fine, the screen will fade out, a small amount of time will pass and a message will be displayed telling you that word has been sent that you are no longer a criminal.

There is no additional charge for using this service. Plus no jail time or loss of stolen goods.

The dialogue options will only show if you currently have a bounty and have the money to pay it off.

“Just remember, Raven Rock is sovereign territory of House Redoran. This is Morrowind, not Skyrim. While you're here you will be expected to
abide by our laws”.

Because of that line (heard upon arrival in Solstheim), I felt like there would be no bounty cleaners there. If you commit a crime and get caught you will have to go through the normal criminal process.
