"I have had many names in this long war. The humans knew me as Destroyer.
In the Covenant, I was Supreme Commander.
The Prophets named me . . . Arbiter."

-Thel 'Vadam

The Saxheel tell stories of an ancient armor, from the times of the mighty Xanmeers.  It was said that in times of need, the Hist would choose the greatest warrior from among them.  The warrior would be given this armor, and be named 'Arbiter.'  It was this Arbiter that would fight the Hist's greatest battles, and lead the Saxheel to glory.  It is said that during the Great War a new Arbiter was named, and donned the ancient armor, ready to protect his people from the Thalmor.  Some say that he wears it still, and that this Arbiter has come to Skyrim, ready to fight for Argonia, should another war break out...

As a long-time Halo fan, and in light of the recent release of new games and the MCC, I decided I'd bring a little bit of that into Skyrim.  I always thought it would be cool to add the Elites to Skyrim, especially with their similarities to Argonians, but surprisingly enough it hasn't been done after all these years.  I'd do it myself, but a race with custom models and animations was not something I had the ability to do.  Mashing up armor, however; that I can do!  At some point it occurred to me that the Dragon Carved Armor by hideto84 is a VERY close approximation of the Arbiter's armor.  Using that as a base, I simply added a pauldron, found a helmet that was pretty close, and created a surprisingly convincing Argonian Arbiter.  It's not perfect by any means, but I thought it would be a fun little mashup.  Then of course from there I started adding some more Halo-inspired items and armors, while still trying to keep things as lore-friendly-ish as possible.

This mod mashes up the Dragon Carved Armor by hideto84 with a few other pieces to create a new sets of armor, loosely based on the Arbiter's armor from the Halo series, as well as a whole arsenal of other weapons taken from or inspired by Halo.

-The Arbiter's Armor is a light armor made for stealth, with an active camouflage enchantment that activates while crouching as well as other stealth enhancements.  It is about the same level of protection as the Nightingale set, and it is tagged as Steel Plate and will apply all those smithing perks.

-You can upgrade the armor to a number of different metal styles at the forge.  These alternate versions are functionally the same as the gray version.

-The Kaidon's armor (the golden armor Thel wears in Halo 5) is made for battle than stealth, with enchantments that resist magic and buff protection.  It is about the same level as ebony armor, and it is tagged as Gilded Elven and will apply all those smithing perks.

-You can upgrade the Kaidon armor to a war-painted version, or a gleaming polished version, at the forge.

-There is also a light and heavy set of "Sangheili" armor with a few different types of helmets, loosely based on the various armors you see Elites wearing.  These can all be forged and upgraded.

-There are a variety of energy weapons taken from various bit of Halo lore (and a few made up).  All energy weapons are available in blue, and can be upgraded to gold or red.  Red weapons are stronger than gold, but gold weapons have a longer enchantment.

-There are a variety of energy shields that can also be upgraded to red or gold.  All shields use the Spellbreaker enchantment and will block incoming magic.

-There are also a number of other Halo-themed weapons, including Needlers, plasma "staffs", and Gravity Hammers.

The Arbiter and his two guards can be found laying low in the empty warehouse located at the end of the Windhelm docks.  All three can be hired as followers.  There is also a large chest filled with multiples of all of the new weapons, and a smaller locked footlocker that has the Kaidon armor.  The Arbiter has the key.

-The Arbiter is now wearing the regular armor, so when you hire him you should be able to take the Armor of the Arbiter.

-In order to make it so you can hire them, I had to make the Warehouse a public cell.  I don't *think* this affects anything in the vanilla game, but it might mess with any mods that use that cell.

-When installing, you might get a message to overwrite a script called "MANDGauntletScript".  This is just a simple script that adds/removes spells when you equip/unequip an item, and I use it in several of my mods.  Just go ahead and let it overwrite; it shouldn't change anythign.

-Sometimes the stealth enchantments stops triggering properly when you crouch.  Un-equipping and re-equipping the armor should reset it.

-The energy shields seem to be wigging out like crazy (in the SSE version only.)

-Clean up the shield and sword textures, they're a little rough.

-Figure out how to make the shields and swords "pop" on and off like real energy weapons.

-Animate the energy weapons so they shimmer and pulse.
