"defaultAllowPCDialogueScript" is a script that make actor able to talk to the PC. This script is often attached on creatures(followers and quest givers). But, Sometimes OnLoad event does not work. (You can fix it by disabling/enabling target on Console.) This patch adds "OnCellAttach" and "OnActivate". You don't need this patch when vanilla script works perfectly.
