Please Edit Skyrim.ini (Documets/My Games/Skyrim):

bAllowCreateGrass=1
bAllowLoadGrass=0
iMinGrassSize=n, where n is 20-100. The smaller the number, the denser the grass cover.
Low value 70-100
Middle - 40-60
High - 20-30
