Disables rather infamous "Balgruuf won't give us a straight answer" scene after triggering it for the first time. Imperials' one also fixed.

This mod adds a script that disables the first Civil War related conversation between Jarl Ulfric and Galmar as well as its Imperials counterpart between General Tullius and Legate Rikke, so you don't have to hear the same "Balgruuf won't give us a straight answer" every time you enter the Palace of the Kings in Windhelm. I only changed the first conversations, so the later ones will still be repeating, but I figured that if you've already started the Civil War questline, most likely you're going to finish it, so it wouldn't be a huge problem.
I did some light testing, and the script worked fine. You might want to listen to the whole conversation at least once, but it shouldn't be really necessary.
