About this mod
A mod, that completely removes the cooldown of Vanilla and DLC Shouts. Shouts from Mods are not affected.

Firstly, I am not a Modder.
I just did a little reseach and used the Skyrim Creation Kit to somehow create this very situational mod. But it works!!
What does it do?
It sets the cooldown of Vanilla and DLC Shouts to zero. Shouts from mods are not affected and keep their initial cooldown.
It also will replaces the shout names with their english equvalent, so if you are not playing in english, be ready for that.
If you dont want any Shout to have a cooldown, just type this command into the game console: "player.setav shoutrecoverymult 0".
(Un)Installation, Compatibility and Loadorder
-use your favorite Mod manager to download and install the the Variant of the mod you need
-As i am not a modder I cant really tell you anything about Compatibility and Loadorder, but in my safegame with 50+ mods there are absolutely no problems, so i guess they dont really matter.
-The only thing i know is that the mod is safe to uninstall.
Feedback and stuff
If the mod doesnt work or if i forgot to add a shout, just let me know. I will try to update it or smth.
P.S. This mod is so simple, that it also works for Skyrim SE. Just install it as any other mod. (SE mod page)
