The standard leveling speed seemed too fast to suit me. This is a small mod using the Creation Kit to increase the amount of skill uses it takes to gain a skill level. Currently this does it 4X slower. I have done a little testing on this and with speeding up skill gains. It seems to work. Please let me know if there are any issues with it.
