You could only get this unique bow at level 46 before... This mod transfers it into Fort Greymoor, to the west of Whiterun. It's on the top floor of the fort, on the boss chest.
If you can eliminate all the bandits of the fort, you deserve to have it at any level and try its power. It can be upgraded with an ebony ingot and/or enchanted.
