You are not allowed to redistribute resources made specifically for Beyond Skyrim, unless you are their original author or have been given express permission by them, or the Beyond Skyrim team. You are not allowed to redistribute the full mod.
You are free to distribute altered/new versions of the resources (such as retextures, armors variations, ...,) as long as the published mod is dependent on Beyond Skyrim: Wares of Tamriel. You are free and welcome to distribute add-ons and compatibility patches. You are free to distribute translated versions of the plugins and the resources on Nexus. Wares of Tamriel requires the Hearthfire and Dragonborn DLCs. Otherwise, the mod is light on scripting and should have minimal compatibility issues, as it only adds new assets without affecting the core game. The only known incompatibilities are with other mods that edit the area around Dawnstar's harbor. Some issues may be solved by putting WoT lower in your load order, but many will require a 3rd party patch.
Manual:
Download the archive and extract the .zip to a location of your choice
Move the files to ../SteamApps/common/Skyrim/Data and drop them there
Enable the .esp using the mod manager of your choice
Mod Manager:
Download the archive either directly or through Vortex's built-in links
Select the archive/mod and install it as per normal
Enable the .esp and put it in the lower portion of your load order
