Adds the High Hrothgar festival mints from the Elder Scrolls Online's New Life event, and the shack where they're made, found down the path from High Hrothgar.
I made them come in four variants, each using soul gem and broken soul gem models and varying value and effect duration. The largest freezes you for 30 seconds, as they did in eso. Then, 15, 10, and 5 seconds as the value descends. Eating them has no practical use, Instead it freezes and paralyzes you (using the Frost Form dragon shout effect.)

The shack is down the path from High Hrothgar. There isn't much up there, you shouldn't miss it.

I couldn't remove the purple glow of the gem, would be thankful if someone can help with that

The ice shader doesn't appear with the mint's effect, couldn't figure it out.
