I further think it's Maramal because if you chat enough with Niluva Hlaalu, she'll comment about Maramal saying that Mara will cleanse the filth of her body, which she takes this as an offence. Although it's probably related to her skooma addiction, I believe there's a second meaning to it, more linked to prejudice as Argonians, Dark Elves and Khajiits are often targets of these kind of treatment.

I wonder if Maramal is really excited in doing this complicated Argonian ceremony at all just to see two fellas married.
