The Dragonborn has given the Redguard executioner and jailer Ahtar a new Redguard style home free of charge. As his latest follower, he has also given him an enchanted sword and shield that augments his attack and movement speed along with some royal Redguard armor. He did this because he is nice but also because he want's to keep him out of the way for "reasons".
