I know this is not supposed to happen but somehow it did again and I managed to screencap it this time. No CTD this time. So that is fixed.
One of the things that also spawned in this area was an enemy called "Female Draugr Specimen" which was promptly killed by the mages out here and this quest failed. I made sure that the mod that had all of those sailors was deactivated this time.

The only thing that i can think that this is happening to you is that you went inside the 'Advanced Lab' and left without doing the "Cyborgautomaton Evolution" quest, as a result the "Female Draugr Specimen" started following you and she got killed (and failed the quest), she is supposed to attack you no matter what, and she will only stop hunting you once you start her evolution (trap her inside the 'Evolutioner Incubator') and create the first out of 3 droids.
Load a save before entering the 'Advanced Lab' and either do the quest or turn around and do it later.
