You need raise shadow quality with Beth Ini then put shadow bias to 1.00 or 1.50 also shadow distance make them look bad.If you use enb you need uncheck in the shadow section shadow caster fix and other options who make them look blury.
Check your skyrimprefs.ini and look for the settings posted here: https://stepmodifications.org/forum/topic/3758-skyrim-le-shadow-optimization/ by Cgr33k and change them to his values. If they aren't there, add them in the [Display] category. If use use Mod Organizer or Nexus Mod Manager, change the .inis that they use, and not the one in your Documents/My Games/Skyrim folder.
