In this case she came up on a search for girls with freckles.
When I do that image search in Google, it reports that the URL is either not an image or is behind a private site.
In others words, I don't know. hahaa

It appears to be a site about genetic traits. If you scroll down, she is on the first page as an example of people with freckles. No name or context provided.
Sometimes it is a somewhat famous person in which case I know who it is but more often than not is just some random internet person. :)
