I may have stretched the meaning of the phrase, so I offer an explanation. "Pass" has several meanings and when used in the expressions "pass away" or "pass on", it is a euphemism for "die". So, instead of "I heard your uncle is dead", one would say "I heard your uncle has passed away". As it seems Americans are keen to shorten phrases, the "away" is sometimes skipped - "I heard your uncle passed". So, I am using it in this sense and "you shall not pass" becomes "you shall not die".
This is a picture of the Eldergleam Tree in its Sanctuary. In this context, with the Eldergleam as a symbol of Nature, "you shall not die" becomes a more encompassing "Nature never dies".

I thought of those rays as the "magic" of the life force reaching out to all living things but hope can definitely be seen as the "magic" of the soul.
