   Interesting concept, the 'horns' indeed look to be anchored into dragon scales. Perhaps the 'horns' would be animated tentacles set into dragon bone?
    
   Would really look like something ol' Hermy Mora would corrupt of Akatosh off springs.

   Really cool, look's kind of like a Hermeus Mora version of the Jagged Crown but the brow plate is definitely dragonesque and like all of your work this look's really creative and interesting.
