It is only a matter of time before the barbaric Stormcloaks reach Whiterun and the the bloodbath begins. Before this happens Commander Damocles of the Penitus Oculatus and the jarl of Whiterun have time to plan.
The reason Damocles is discussing the plans because he and the Oculatus under his command were ordered to get to Whiterun before the 4th legion gets there and have everything ready. Once the legion arrives, Damocles is to give his report straight to the legion's legate and then they would take it from there. Damocles work is now done, now his and the Penitus Oculatus are ordered to help defend Whiterun from the Stormcloaks.
Lol got carryed away but I just wanted to explain what was going on in the image. :)
