this is Mirmulnir's Skeleton, the first dragon you kill, a couple levels later, the skeleton fell out of the sky, just as i was exiting Whiterun.

Better still, I've had live dragons fall out of the sky, dying on impact. Easy soul absorb, easy loot, but I'm not sure if that's intentional.

these dragon skeleton glitches are funny, a while later this skeleton was coming out of the ground and jerking around...

This happened to me too! I was wondering where the heck it came from. It was in a totally different spot that I killed him in. I found him on the road as I was heading back to Whiterun. Last I killed him he was near the western tower.
