All ENB's are already compatible, in the sense that they won't crash your game. However, most ENB's are gonna look subpar without some tweaking.

Before you start, I recommend that you install Weather Control Center if you already have it (removed from the nexus). It's a staple of Hodilton's mod list for good reason. With WCC, you can create a filtered list that you can rapidly cycle through, so you'll never have to force weathers via the console. In the filter, type clear, then add vanilla weathers to list, then make sure you set your change weather hotkey (also select cleanse weather option). This will take 10 minutes to learn how to do, but will save you tons of time. I promise.  With notepad ++ and WCC, I can do in 30 minutes what used to take me weeks. Notepad ++ is great because it has a "search in all files" feature that I won't explain how to exploit, but makes manually editing all the weather inis a breeze. 

So, install NLVA, install your ENB of choice that was made for NLA. Go the ENBSERIES folder, and open up the  _weatherlist.ini.

Find these numbers and delete them - 10a243, 12f89, 10a23f, 10a23a. These 4 weathers were cloudy in NLA. In NLVA, they are clear weathers of the corresponding region from NLA. 

Now we need to add these weathers back in. Find the weathers for

  • clear tundra, and add 10a243
  • clear or clear pineforest, and add 12f89
  • clear fall forest, and add 10a23f
  • clear reach, and add 10a23a

Now the proper weather ini will load when those weathers occur.

Next, we need to do the same for 10e1ef and C821f. Delete them, and then add them back to

  • Overcastsnow, add 10e1ef
  • cloudy or cloudy pine, add C821f

Basically, 10e1ef used to be a cloudy weather in snowy regions- in NLVA it's a frigid, overcast weather with gentle snow. 

c821f used to be an overcast rain weather, now it's a cloudy weather with rainfall.

Now we need to see how it looks in game. Cycle through all the weathers using WCC and if you're happy with how everything looks, then you're done. Note that there are many special weathers that aren't even used in game that you will cycle through. Hit shift enter to bring up the ENB GUI, click - show weather menu. If the weather window shows that the ENB has defaulted to the ENBSERIES.ini, don't worry, it means it's not an important weather. 

If you aren't happy with how things look, than you'll need to tweak them. The biggest offenders will probably be the brightness of the volumetric fogs and particle snows. 

Lets start with fogs. The brightness and opacity of fogs on mountains can be tweaked under the [volumetric fogs] category. The brightness of the VW added fogs are controlled by particle intensity under [particles]. Pick a clear weather, tweak them both to your liking, and then repeat for each clear weather. Then do the same for the cloudy, fog, and overcast weathers. For fog weathers, volumetric fog opacity should be set to zero.

For the snow weathers, the particle snows are controlled by particle intensity under [particles]. The snow storm weather uses a combination of particle and attached camera effect, so you'll want both snow types to be about the same brightness. 

You should be good. If you want to change cloud brightness and opacity, it's controlled by cloud intensity under [sky]. If you want to change the sky colors and saturation, those are also controlled under [sky]. The rest is identical to NLA, so shouldn't require any editing. However, if you want that dense NLVA fog, I recommend you copy and paste the [mist] section from NLVA's fog_medium.ini over the [mist] settings of the appropriate weather ini of your ENB.
