Find the manifest.mf.bytes file located in SRHK_Data\StreamingAssets\ContentPacks\HongKong\data, back it up to be on the safe side, then replace it with the one. The rest goes straight into the items folder.
It's important to remember to back up, otherwise, you'll have to re-install the entire game if something went wrong, or you'd like to uninstall the mod.
