The drop chance for Tenfold Steel seems to be hardcoded into the game rather than included in the drop table with every other monster. What this exact chance is I can't say for certain, but it doesn't seem to be affected by clovers, rare cans, and happy rings.
This mod adds it to the regular drop table with the lowest value of 1. With no RNG affecting equipment, it should have a drop percentage of 0.1%. With a full team of the three loot items, it should be 18.62%. It's still hardcoded into the game so there's a very small chance you might get two at the same time. Regardless, you should have a lot easier of a time equipping your party for post-game.
