Tweaks ship fires to behave more realistically.

FEATURES
- Reduced fire damage to the player. Fires still kill you in a matter of seconds, but not almost instantly like before.
- Reduced fire spread rate. Now ships won't go up in flames like they're made of wood.
- New ship fire damage algorithm. Simpler than the original (should run slightly better), and it's based on a ratio between the player ship's size and the relative amount of fire inside it. Basically, larger ships take longer to burn than smaller ships. If you have a huge labyrinthine ship, you now have a chance to hunt a fire down and extinguish it, whereas before it would destroy the whole ship after burning a tiny portion of it for a couple of minutes.
