Started modding, made for 1.2.2723, if there was changes in order of ability it can break/change costs by another
This only change the cost and heat by ability Those ability are not so much used, so I made this to be able to make chaos in map, or for who want to kill people with psy only There is a mod that add more psy ability, maybe I will change it too to be 1/2
