If you didn't make a backup of Engine.ini you can delete it and launch the game. A new one will be generated.
If you want to edit the values yourself use Scalability Reference | Unreal Engine 4.27 Documentation as a reference.

Installation:
- Go to C:\Users\YourUsername\AppData\Local\Returnal\Steam\Saved\Config\WindowsNoEditor
- Make a backup of Engine.ini.
- Download the mod and drop its Engine.ini in there.
