@Wolverinenm - No, he couldn't. Don't know where you've got that notion from.
Lucas was infected by Evelyn's mold the night Jack Baker brought Evelyn (and Mia) home to the Baker house, 3 years before Ethan arrives there. Lucas was infected throughout the entire game which was why he was able to reattach his arm when Jack cut it off (and his dialogue "not again" was a pretty obvious clue that this has happened a lot over the previous 3 years).
When he's pulling his fingernail off on camera to Ethan he's demonstrating the healing properties of mold when one is infected. When he says he doesn't want to go back to how it was "before" he's talking about before being infected by the mold.
Lucas was given a drug by The Connections that would prevent Evelyn's mind-control abilities over her hosts while retaining all the regenerative abilities the mold grants its host. Maybe that's where you're getting confused.
@kstrife - Have you noticed how only Ethan and the Bakers use that "medicine water" in 7 & 8? Chris Redfield uses injection-shot things to restore his health, and Joe Baker mainly eats bugs to restore his.
I speculate that those healing items are actually from the ship, the Annabelle, and are specially made by The Connections for mold hosts to restore body parts and speed up the healing process.
Same deal in VILLage. I think that stuff is produced by Miranda and/or The Connections for the villains to use on themselves which is why they're lying around everywhere, and Ethan is able to take advantage of that. I don't think they're generic "health items" that anyone can use.
Once again the modding community has to do the devs job for them. IDK why capcom needs to make him faceless especially in this where he has wayyy more character than he did in 7. thank you for fixing this

Kind of explains how the whole hand got reattached and started working again with a little 'medicine water'. ?
